I am considering to upgrade from PAN OS 8.1.14 to 9.x, and is wondering which 9.X PAN OS is recommended to upgrade to and what the pros and cons are for the 9.x OS versus the 8.X OS?

Both 9.0.10 and 9.1.4 are currently "preferred" by PANW support so you are free to choose. Depending on your need for stability I'd go with 9.0.10 for it's stability or 9.1.4 to be on the last code train supported by the 3000 series I don't think there are any real "cons" to upgrading to 9.1.4, the pros are obviously a few new features compared to 8.1 like the policy optimizer There's actually not a big difference in features between 9.0 and 9.1 as the .1 was mostly used to launch SD-WAN. Dynamic user groups and tag-based application filters were added as bonus, but that's basically all there is
Oh by the way, 9.0 will end of life in February 2022, 9.1 in december 2023, so plenty of time for both still
